Particulars Details
Brief on Project CHPT now invites tender for the appointment of Design Consultants from the interested, experienced and reputed state governments/cental government/PSU organizations who meets the minimum qualifying criteria and shortlisted for the project. The qualified bidders will be selected on the basis of technically qualified and lowest fee quote and subsequently appointed as Design Consultants to undertake the duties and perform the functions as set forth in Terms of Reference of this Tender document for the project for “the implementation of 100 KW roof top solar power plants in office buildings in Chennai Port Trust.”

Eligibility criteria (A) The firm shall be experienced and reputed state governments / Central government / PSU organizations
(B) Technical Capacity: The Applicant shall have, over the past 10 (Ten) years preceding the PDD, undertaken a minimum of [5] (FIVE) Eligible Assignments as specified in Clause 3.1.4.
(C) Financial Capacity: The Applicant shall have received a minimum income of Rs.1,50,000/- (Rs.One lakh fifty thousand only) per annum from professional fees during each of the three financial years preceding the Proposal Due Date. For the avoidance of doubt, professional fees hereunder refers to fees received by the Applicant for providing advisory or consultancy services to its clients.
(D) Availability of Key Personnel: The Applicant shall offer and make available all Key Personnel meeting the requirements
Evaluation criteria The Authority has adopted a two stage selection process (collectively the “Selection Process”) in evaluating the Proposals comprising of technical and financial bids to be submitted in two separate sealed envelopes. In the first stage, a technical evaluation will be carried out as specified in Clause 3.1. Based on this technical evaluation, a list of short-listed applicants shall be prepared as specified in Clause 3.2. In the second stage, a financial evaluation will be carried out as specified in Clause 3.3. Proposals will finally be ranked according to their combined technical and financial scores as specified in Clause 3.4. The first ranked Applicant shall be selected for negotiation (the “Selected Applicant”) while the second ranked Applicant will be kept in reserve.
Scope of Work The scope of consultant includes, site survey, Design, preparation of drawing, preparation of estimate and tender document. The consultant shall have good knowledge of Technical, Financial and Legal about the project. The consultant is responsible for Coordination and monitoring of erection work as per tender till the commissioning and handing over of the project.
Expected fees & Project Cost Project Cost = Rs.75,00,000 (Rupees Seventy five lakhs)
Bid Security and Tender document fee Bid Security fee: Rs.25,000 (Rs. Twenty five thousand) in the form of a Demand Draft issued by one of the Nationalised/ Scheduled Banks in India in favour of the Financial Advisor & Chief Accounts Officer (FA&CAO), CHPT payable at Chennai.

RFP document fee: Rs.1050/- (Rupees One thousand fifty only) in the form of a demand draft or banker’s cheque drawn on any Scheduled Bank in India in favour of Chairman Chennai Port Trust
Issues  
Payment Terms The following payment terms will be followed for this project.
a) 10% of the contract value will be paid on acceptance of the detailed design drawings by Trust officials and execution of Agreement. The payment is subject to certification by the Trust Engineer.
b) 40% of the contract value will be paid on receipt of the entire Technical Specification of mechanical, civil, electrical and electronics and acceptance of the Estimate, Tender document assisting pre- proposal conference, reply to queries, issue of Addendum/corrigendum etc., evaluating tender document, finalizing the suitable bidders for issue of LOA. The payment is subject to certification by the Trust Engineer.
c) 20% of the contract value will be paid on receipt of order.
d) 30% of the contract value will be paid after the inspection/verification, installation, erection and commissioning and handing over of the entire solar power plant after successful trial of entire system, checking of BOQ and acceptance by the Trust.
