Particulars Details
Brief on Project Sealed tenders in two-cover system (Technical & Price Bids) are invited on behalf of Jawaharlal
Nehru Port Trust (JNPT), from reputed manufacturers fulfilling the Minimum Eligibility Criteria
(MEC) as detailed in the tender document.
Important dates Issue of Tender Documents        - From 24/02/2014 to till the last date of tender submission.
Scheduled Date of Submission   - on or before 23/04/2014 up to 1500 hrs.
Schedule Date of Opening          - on 23/04/2014 at 1530 Hrs

Eligibility criteria a. Financial Standing:
The average annual financial turnover of the tenderer over the past three years shall be at least Rs 13,20,00,000/- (Rupees Thirteen Crores Twenty Lakhs only) or US Dollars 220,000.00 (US Dollars Two Hundred Twenty Thousand only) 
b. Experience:
The tenderer should be in the business of Supplying and Commissioning of Empty Container Handlers (ECHs), at least for the last five (05) years. 
c. Capacity and Capability:
The tenderer should have supplied at least 2 (Two) Nos. ECHs during the last three (03) years. 
d. Satisfactory Performance:
At least two ECHs supplied in the last three (03) years must have completed warranty period satisfactorily. 
e. Recent Business Activities:
The tenderer should have supplied or is in the process of manufacturing at least one ECHs during the last two (02) years. All the tenderers participating in this tender shall be evaluated so as to meet the above requirements of MEC. 
Evaluation criteria The Comparison and Evaluation of Price Bid will be based on the total cost of the Equipment quoted by the Tenderers covering CIF Price/Ex-work Price of the equipment (ECHs) for Design, Manufacture, Supply, including, transportation, transit/Marine insurance, Assembly, testing, commissioning and other costs/taxes & duties involved for making the equipment/items available at site till it is handed over at site, including insurance as per tender, price quoted for imparting necessary operational & maintenance training to JNPT personnel as per conditions of the Contract, cost of O & M Manuals and Training Manuals as per conditions of the Contract, service
during 2 years guarantee period and cost of spare parts/tools. 
Scope of Work A) Design, Manufacture, Supply, Testing, Commissioning and Guaranteeing the
performance of 3 Nos. New Empty Container Handlers (Side Lifters) at JNPCT
B) The Empty Container Handlers (ECHs) shall be designed for handling of empty
20’and 40’ISO containers with side lift telescopic spreader.
C) Imparting operational & maintenance training to JNPT Officials and supply of
Training and O&M manual as per tender conditions.
D) Registration and payment of tax as per RTO rules, First Party Insurance,
Transit insurance.
E) Warranty support as per Contractual conditions. 
Expected fees & Project Cost Required to be Quoted by Tenderer.
Bid Security and Tender document fee EMD = Rs.6,60,000.00 (Indian Rupees Six Lakhs Sixty Thousand only) or US Dollars 11,000.00 (US dollars Eleven Thousand only) in favour of JNPT in the form of Bank Guarantee.

Tender document fee = Rs. 10,000/- (Rupees Ten Thousand only) or USD 200 (US dollars two
hundred only) 
Issues  
Payment Terms a) First stage - Initial advance (Optional)
Up to 20 % of CIF/Ex-works Price against submission of a Bank Guarantee for an amount equivalent to 110% of the advance amount. The initial advance payment made against this Contract will carry an interest @ prevailing prime lending rate of State Bank of India + 2 % per
annum.
b) Second stage payment
30 % of CIF/Ex-Works Price on receipt of equipment at JNPT site in good condition.
c) Third Stage payment
1. 50 % of CIF/Ex-Works Price after issuance of final acceptance certificate by the Engineer-In-charge for the Equipment, or
2. 50% of CIF/Ex-Works Price plus the remaining portion of initial advance, or 20% as the case may be of CIF/Ex-works value in case of tenderers not opting for initial advance (1st Stage) after final acceptance of the equipment by Engineer–In–Charge Plus taxes if any. 
Special Conditions 1. Patent Rights: The Contractor shall fully indemnify the Employer against any action, claim or
demand, costs or expenses arising from or incurred by reason of any infringement
or alleged infringements
2. JNPT may give instructions and directions as may appear (necessary and proper) to the JNPT for the guidance of the Contractor and good and efficient execution of the Works under this contract without altering major conditions and scope of work of the Contract.
3. The Contractor shall receive, obey and be bound by the same according to the true intent and meaning thereof.
4. 'Defect liability period' shall mean a period of 24 months calculated from the date certified at the time of acceptance in accordance with clause 3.29 of Tender Document.
